As part of our commitment to making Islington a greener and healthier place, we are working to improve the environment in Islington by improving air quality and promoting the benefits of physical activity through measures to increase walking and cycling, ensuring that everyone in the borough has the same opportunity to access transport.

Dockless hire bikes provide a flexible, healthy and affordable travel option for people living, working and visiting Islington and we have seen a significant increase in the use of dockless hire bikes in the borough in recent years. We want to make it easier for people to use environmentally friendly, healthy transport options, while keeping our roads and pavements welcoming and accessible for all people who walk, cycle and use buggies or wheelchairs.

The continued implementation of designated hire bike parking bays supports our efforts for a more equal borough. By repurposing existing vehicle parking bays, we are providing dedicated parking spaces for hire bikes which will help keep pavements clear of obstructions and support hire bike operators to better enforce appropriate parking.

To date, the council has delivered 204 hire bike parking bays across the borough, beginning with a pilot programme of 10 hire bike parking bays in February 2024.


Proposals for new hire bike bays (Phase Four Consultation)

The council is committed to implementing a borough-wide network of designated hire bike parking bays. Delivering this network will require repurposing some on-road vehicle parking bays into hire bike parking bays. Each 5 metre parking space will hold space for up to ten hire bikes.

From Friday, 28 November we will be consulting on proposals for new hire bike parking bay locations. Sites included as part of Phase Four will be concentrated in the middle and north of the borough including Mildmay, Finsbury Park, Tufnell Park, and Tollington with some new bays in the south of the borough where demand for hire bikes continues to be high.


Where will the bays be located?

The locations and detailed drawings of the hire bike bays proposed to be implemented can be viewed under ‘Plans and Proposals’ on the left-hand side of this page.

All hire bike bays will be marked by two bollards at each side of the bay and lining on the ground which states ‘Cycle Hire Only.’ See a picture below of a hire bike bay in the borough.


How can I have my say?

We will be introducing these changes under a Traffic Management Order (TMO) which is subject to a statutory consultation.


To make an objection to the TMO, please submit it in writing between Friday, 28 November and Friday 19 December 2025 by:

The objection period for the TMO consultation closes on Friday, 19 December 2025. Please note that any formal objection that is submitted may become a public document and could be published anonymously with the authors details removed.
