The Phase Three consultation is now closed, thank you to everyone who submitted feedback. We are now reviewing all feedback provided and the outcome of the Phase 3 consultation will be made available on this webpage from early September 2025. Residents who live in proximity to proposed bays will be notified by letter of the outcome of the consultation and in advance of any works to implement progressed bays.
As part of our commitment to making Islington a greener and healthier place, we are working to improve the environment in Islington by improving air quality and promoting the benefits of physical activity through measures to increase walking and cycling,ensuring that everyone in the borough has the same opportunity to access transport.
Dockless hire bikes provide a flexible, healthy and affordable travel option for people living, working and visiting Islington and we have seen a significant increase in the use of dockless hire bikes in the borough in recent years. We want to make it easier for people to use environmentally friendly, healthy transport options, while keeping our roads and pavements welcoming and accessible for all people who walk, cycle and use buggies or wheelchairs.
The continued implementation of designated hire bike parking bays supports our efforts for a more equal borough. By repurposing existing vehicle parking bays, we are providing dedicated parking spaces for hire bikes which will help keep pavements clear of obstructions and support hire bike operators to better enforce appropriate parking.
We are currently delivering designated hire bike parking bays across the borough in phases. The council delivered a pilot programme of 10 hire bike parking bays in February 2024. Following this, an additional 78 bays were installed in December 2024 to January 2025 in the south of the borough. In April 2025, we wrote to residents in the community with details on how to provide feedback on 66 proposed hire bike parking bay locations as part of a statutory consultation, including public consultation.
We have carefully considered all feedback received during the consultation and will be progressing with 61 of the proposed hire bike bays, including one amendment to a bay, under a permanent Traffic Management Order (TMO). Works to implement Phase Two bays will begin from mid-July 2025.
These timelines will be worked to as closely as possible but may be subject to slight change.
Converting the existing car parking bays to designated hire bike parking bays will require the introduction of new markings on the road and the installation of bollards to mark the border of the bay.
There will be no traffic restrictions as a result of the works. You will be able to access your property and receive deliveries and visitors by vehicle as usual.
The ‘Phase Two Consultation Outcome’ document can be found under ‘Useful Documents’ on the right hand side of this page and outlines which hire bike parking bays will be implemented (with or without amendments) and which bays will not progress at this time. As there is demand for hire bike parking in the areas identified for consultation, we will revisit these locations during the subsequent phases of the hire bike parking bay implementation programme to identify specific sites that can support hire bike parking.
Proposals for new hire bike bays (Phase Four Consultation)
From Autumn 2025, we will be contacting residents in advance of a consultation on Phase Four of the designated hire bike bay rollout. Sites included as part of Phase Four will be concentrated in the middle and north of the borough including Mildmay, Finsbury Park, Tufnell Park, and Tollington with some infill in the south of the borough where demand for hire bikes continues to be high.
Updates will be made to this webpage, when available.
Once the statutory consultation is underway, the 'Plans and Proposals' section on the right-hand side of this webpage will be updated with the next phase of proposed hire bike bay locations. Implementing this proposal will require repurposing some on-road parking bays into hire bike bays. Each converted parking bay (approximately 5-10m) will hold space for up ten to twenty hire bikes.
