The council is proposing to extend the Smoke Control Order to include the borough’s waterways, meaning canal boats would be subject to the same requirements on fuel use and smoke emissions as homes on land. The aim of this proposal is to reduce harmful air pollution and improve health for residents living near the canal, boaters, and visitors.

Domestic burning is now one of the largest sources of fine particulate matter (PM2.5) in London, contributing an estimated 9% of emissions in Islington and 16% across London (LAEI, 2022). Exposure to smoke increases the risk of respiratory and cardiovascular illnesses, with no safe level of air pollution for health. However, awareness of these impacts remains low.

Feedback from the recent Eco Zone Moorings consultation showed strong support for better enforcement of burning rules on the canal network. Using new powers under the Environment Act 2021, the council is therefore proposing to amend the Smoke Control Order 2017 so that it applies to all waterways, including the Regent’s Canal.

Within a Smoke Control Area, only authorised “smokeless” fuels or Defra‑approved appliances may be used, and emitting visible smoke is not permitted. This proposed change would help create cleaner air and a healthier environment along the canal. For a list of authorised fuels and appliances, click here.
