Improvements on St Peter's Street and Packington Street/Prebend Street

In June/July 2025, we asked local people including residents and businesses to tell us their experiences of using the street at two locations in the St Peter's area, and their ideas for how they would like to see these two locations improved:

    • St Peter's Street between Rheidol Terrace and Frome Street
    • Packington Street/Prebend Street junction area

We've listened to your feedback and used your ideas to help shape draft designs for these spaces, and we would like to hear your views on these by Sunday 22 March 2026.

Please see below details of the improvements we are proposing at each location.

Our proposals for St Peter’s Street between Rheidol Terrace and Frome Street

We would like to make this area of the street greener and more of a place to spend time in, and support local businesses to thrive.

Map of local area indicating location on St Peters Street that we would like to make improvements to, with accompanying photo of the locationMap and photo of St Peter's StreetIn our initial engagement you told us:

    • Concerns about speeds and safety when crossing the road
    • You would like more greening and trees
    • A desire for more cycle parking
    • Our proposals should support the local businesses
    • You would welcome places to rest and a less cluttered environment

    We propose to:

    • Widen pavements along this part of St Peter’s Street and add a new informal crossing, for safer, more accessible walking, wheeling and crossing
    • Replace the mini-roundabout with a give-way junction giving priority to Rheidol Terrace and Danbury Street, to provide a safer junction for people walking, wheeling and cycling
    • Introduce new areas of greening and trees, creating a more welcoming and climate-resilient street environment
    • Add more cycle parking, and a dedicated hire bike bay to reduce pavement clutter
    • Support businesses with two new loading bays and space suitable for licenced seating
    • Provide seating for people to stop and rest
    • Enable space for these improvements by relocating 9 pay-by-phone parking spaces nearby and removing 16 resident permit spaces

Our proposals for Packington Street/Prebend Street junction area

We want to create a safer junction here by narrowing the road, as well as enhance the space near the local businesses and amenities.

In our initial engagement you told us:
    • Concerns about traffic speeds, and crossing safety at this wide junction
    • Desire for more greening and trees
    • You would like more cycle parking and dedicated parking for hire bikes

    We propose to:

    • Widen the pavements around the junction with new or repositioned crossing points, for safer, more accessible walking and wheeling
    • Add trees and greenery including rain gardens for drainage and shade
    • Create a new public space outside the Co-op with seating and playful features for children
    • Add more cycle parking and a dedicated hire bike bay
    • Enable these improvements by relocating three pay-by-phone parking spaces nearby and removing four resident permit parking spaces.

Improvements to local street spaces in St Peter's & Canalside and St Mary's & St James' wards

As part of our improvements to the area, we are proposing to make changes at three locations:

    • Britannia Row (St Mary's & St James' ward)
    • Graham Street (St Peter's & Canalside ward)
    • Colebrooke Row existing traffic filter between Vincent Terrace and Duncan Street (St Peter's & Canalside ward)

We consulted you between 15 September and 5 October 2025 on our proposals for these spaces, and are taking into account the feedback you gave us. Please see updates below on these proposed schemes.

    Britannia Row

We proposed to create more greenery on Britannia Row beside the Cumming Estate, to help make the street more resilient to climate impacts including flooding and heat stress.

We consulted you in September-October 2025 on our proposed design to create new low-level planting along the pavement between the existing trees, without reducing the width of the pavement space for walking and wheeling.

We have decided to implement this scheme with some small changes (please see the final design), and are constructing these from December 2025.

    Graham Street

We want to improve Graham Street between City Road and Coombs Road by softening the hard surfaces of the street environment with new trees and greenery, calming traffic speeds and making it easier to cross the road.

We consulted you in September-October 2025 on our proposals to:

    • Build out the pavement at two locations to create space for new trees and planting and help calm traffic speeds on this long, straight stretch of road
    • Create a new informal crossing outside the student accommodation to make it easier and safer to cross the street
    • Introduce new on-street cycle stands
    • The scheme will require the removal of approximately six residential parking spaces

We have decided to implement this scheme with some small changes (please see the final design) from January 2026.

Colebrooke Row existing traffic filter (between Vincent Terrace and Duncan Street)

We want to upgrade the existing traffic filter on Colebrooke Row, to increase the amount of greenery and resilience of the planting, as well as making it easier to walk and wheel and cross the road at this location.

The existing traffic filter on Colebrooke Row where we want to make improvements

    We are proposing to:

    • Replace the existing raised planters with new in-ground planting, increasing the amount of greenery here
    • Widen the pavements to increase the visual impact of the traffic filter in calming traffic, create more space to walk and wheel and make it safer to cross the road
    • Relocate the informal crossing closer to the junction with Duncan Street so it is more conveniently located for people crossing
    • Relocate the existing cycle stands within the space to make the pavements less cluttered and more inclusive, and increase the amount of cycle parking
