• In the summer of 2024 Tollington experienced an increase in reports of anti-social behaviour (ASB) drug use and dealing.
• Islington Council is working together with the Safer Neighborhood Police, Greenspace, Street Population teams and Parkguard to reduce anti-social behaviour and crime in Tollington ward.
• The pilot launched on the 29 September where we sent a newsletter to 3,500 residents in Tollington, updating them on action taken and inviting them to view the webpage for weekly updates.
• We have seen a 7.6% decrease in ASB reports to the Council between October 2024 - March 2025 when comparing this data to reports made in October 2023 - March 2024.
• October 2024 - March 2025 saw a decrease in crime and ASB by 37% when comparing this data to reports made in April 2024 - September 2024.

Create a Safer Tollington Event feedback

On 15 March 2025, residents joined Tollington Ward Councillors, Cllr Mick Gilgunn, Cllr Anjna Khurana, Executive Member for Health & Social Care Cllr Flora Williamson, as well as Executive Member Community Safety Cllr Angelo Weekes at our "Create a Safer Tollington" event. The event focused on improving safety in the Tollington area, featuring insightful discussions and community feedback sessions. Attendees had the opportunity to hear about ongoing safety initiatives and share their views on how to make Tollington a safer place for everyone. The collaborative spirit and active participation of the community were truly inspiring.

We want to thank everyone who attended and contributed to making Tollington safer.

Proposed actions

Community Safety

• Community Safety will set up a pilot monthly drop-in session for face-to-face and online advice sessions. We will review this service in three months’ time
• Community Safety will contact our partners including internal teams such as Partnerships Team, housing Estates and youth services as well as Voluntary Sector groups Youth Locality Groups in Tollington with a call out to invite Community Safety/Police to planned fun days.
• Community Safety will commit to newsletter at the end of every hotspot/commit to community event for every hotspot (which can be wide ranging including weapon sweeps/drop ins/site visits)
• Community Safety will include positive news stories, updates and a feedback form in newsletters.
• Civil Protection's Neighbourhood Patrol Team will provide more active patrols for anti-social behaviour (ASB). Residents are encouraged to report online via the new system found at islington.gov.uk/ReportASB
• Community Safety will conduct Environmental Visual Audits (EVAs) in hotspot locations

Police

• Police have committed to identifying and securing CCTV, where they can, to meet identified and evidenced need. They have secured a camera on Axminster Road and are applying for more in Tollington.
• Police have invested in kits for children’s activities in Tollington and are planning fun days in the summer, as well as delivering crime talks to local schools.
• Police are combining ward officers from other locations to increase patrols across Islington.
• Police to work with the council to share positive news stories and updates.
• Police will organise or join activities for young people. Police are planning an Emergency Service Day for example.

Public Health

• Public Health will continue to ensure that Islington’s drug and alcohol services are delivering responsive outreach in partnership with Community Safety and street outreach colleagues.
• Public Health will attend community events and festivals where they are available.
• Public Health will feed back to residents by contributing to any newsletters or communications we agree strategically.
• Public Health are currently seeking professional, service user and resident feedback on the current drug and alcohol service offer and have published the survey on Let’s Talk Islington.
• Public Health will promote relevant community events to residents and to service partners, including Streets Fest, the annual festival for people experiencing homelessness.

Outreach

• Outreach will feedback to residents where they can.
• Outreach will attend community events and festivals where they are available.
• Outreach have committed to improving the wellbeing of street population in Islington through the efforts of the newly opened Street Population hub in Tollington. We have secured additional funding to continue this scheme in the short term. We will look for further long-term funding.
• Islington Council have secured funding for the Street Population Women’s complex needs worker for another 3 years.
• Outreach commit to working with partners to ensure that we are reaching diverse groups, such as VIA, Better Lives and the Police.

What can you do?

• Attend ward panels and community members as advocates speaking about ward panels in local groups.
• Consider setting up a Tenant’s Resident Association or Neighbourhood Watch so you can communicate issues occurring in your neighbourhood and hold agencies accountable.
• Join the Council on community engagement events, for instance, EVA’s, weapon sweeps and site visits.
• Report concerns to the police and council.
• Invite the council and police to community events.
• Use StreetLink and alert outreach services of individuals rough sleeping or using drugs.
