Pauntley Street car parking and bin area improvements

Following our consultation in November-December 2025 on proposals to improve the Pauntley Street car parking and bin area, we have decided to proceed with improvements to this space.

As part of our ongoing work to create a greener, safer and more welcoming borough, Islington Council is making improvements to the car parking and bin area on Pauntley Street, with the joint support of your local Junction and Hillrise ward councillors.

Local people have reported repeated incidents of antisocial behaviour at this site, including fly-tipping, which can make the space feel neglected and unwelcoming. We installed a CCTV camera at the site in early 2025 to help address this issue.

Through previous engagement on the project to install a “green screen” nearby on Pauntley Street which we consulted on in 2022, multiple residents also told us they’d like to see the car parking and bin area improved. Popular suggestions included new trees and greenery, a green wall with climbing plants, a wall mural, and improved bin facilities.

Our consultation on proposed improvements

In November-December 2025 we consulted local residents and businesses to ask for your views on our proposed designs to make the space feel more welcoming, accessible and greener, and discourage antisocial behaviour.

We have decided to proceed with improving Pauntley Street car parking and bin area

After reviewing all feedback received in the consultation and making some small changes to the design, we have decided to proceed with implementing improvements to the space.

We will be introducing a range of improvements to the car parking and bin area, including:

• Relocating the waste and recycling bins to the northern end of the space and installing enclosed units with keypad access for residents only
• Improving access to the bin area for residents
• Introducing new areas of planting and a new street tree
• Extending the footway to provide a safer walking and wheeling route and a shorter crossing distance along the entrance to the car parking area
• Removing redundant bollards and relocating and consolidating sign posts, to reduce street clutter and improve accessibility for people waling and wheeling
• Resurfacing the space with fresh tarmac
• Enlarging the disabled parking bay to provide more space for users and meet with current standards
• Reconfiguring the existing parking layout to accommodate the proposed changes, involving a reduction of three car parking spaces.

Our 2025 consultation proposals also included an aspiration to create a wall mural through engagement with the local community. We are considering whether to take this proposal forward, in liaison with TfL, who owns the wall at the site. Should we decide to proceed with developing plans for a mural, we will engage with local people on how they can get involved in shaping the mural.

Construction works information

To deliver these improvements, construction works started on Monday 14 September and are expected to take approximately four weeks to complete.

Works will generally be carried out between 08:00 and 17:30 each day, although actual work times may vary within these hours depending on weather conditions and site requirements.

We appreciate your patience and understanding while these improvements are carried out and apologise for any inconvenience the works may cause. Our contractor will make every effort to keep any disruption or inconvenience to a minimum during the works.

Parking suspensions during the works

To enable us to carry out these works, all nine parking spaces within the Pauntley Street car parking area and three parking spaces nearby on Whitehall Park will be suspended for the duration of construction. We apologise for any inconvenience this may cause.

Please also see the on-street advance warning notices ahead of and during the works period for information and dates of the parking suspensions.

Traffic management during the works

During the works, Pauntley Street will be closed to traffic between Archway Road (the A1) and the junction with Whitehall Park. Access to the car park will not be possible during this period.

A signed traffic diversion route will be in place for vehicles requiring access to streets east of the works area (including Pauntley Street, Whitehall Park, Gladsmuir Road, Harberton Road, Fitzwarren Gardens and Cressida Road), via St John's Way.

Access routes will be provided for people walking and wheeling at all times.

Resident access to waste and recycling bins during the works and in the future

For residents whose waste and recycling bin facilities are located within the Pauntley Street car parking and bin area, pedestrian access to bins will be maintained throughout the construction period.
