Islington Greener Together
Islington Council launched Round Two of the Islington Greener Together programme in February 2024, inviting residents, businesses, and community groups—with support from their neighbours—to submit ideas to green publicly accessible spaces in their neighbourhoods. With the support of the council, local people can bring their ideas to life and make their streets greener. One of these streets is Noel Road outside of Hanover Primary School.
Noel Road
The project site is located outside of Hanover Primary School, within the St. Peter's and Canalside Ward.
Co-design workshop
In January 2025 we held a co-design workshop, which local people could register to attend. During the workshop attendees took part in a design exercise, where they shared their ideas for changes they would like to see take place on Noel Road. In February 2025, we also met pupils from Hanover Primary School to understand what changes they would like to see. The suggestions made were then used to help shape the initial design proposal for Noel Road.
Feedback period
Once the initial design proposal for Noel Road was developed, it was shared online via the project website and made available at Islington Town Hall reception. Local people could provide feedback on the design between Monday 21 April 2025 and Sunday 4 May 2025 through an online survey on the project website or via hard copies available at Islington Town Hall reception.
Additionally, an in-person engagement session was held at the Hanover Primary School on Thursday 1 May 2025, allowing attendees to share their feedback on the design proposals and ask officers questions. The feedback from both the survey and the in-person engagement session was reviewed and considered in the development of the final design.
Noel Road Design
The final design for Noel Road includes the following:
Widening of the pavement outside of Hanover Primary School to create additional space for parents, carers and pupils during drop-off and pick-up times, as well as to accommodate new cycle parking stands.
Creation of two planting beds, totalling 22 square metres, on the pavement build-out, featuring a variety of plant species chosen to provide year-round colour and interest, while supporting local biodiversity, particularly pollinating insects.
Installation of 13 Sheffield cycle stands, including two designed to accommodate cargo bikes.
Removal of existing railings and Sheffield cycle stands to create additional space on the pavement and improve overall accessibility.
Removal of 2.6 metres of parking space on the northern side of Noel Road adjacent to the junction with Hanover Yard to improve vehicle access and egress from Hanover Yard.
Removal of the ‘School Keep Clear’ road markings outside Hanover Primary School and replacement with double yellow lines along the length of the new kerb line.

Next steps
Works to implement the improvements
We have now finalised the schedule of works to construct the scheme. The construction works will be carried out on Noel Road from Monday 11 August 2025 and will take up to three weeks.
The traffic management plan during the works will involve the following temporary measures:
The project site outside of Hanover Primary School will be hoarded off during the works.
Temporary traffic signals will be installed at either end of the hoarded site area to manage vehicle flow, with one lane running in one direction alternately.
All parking spaces on Noel Road will be suspended apart from parking spaces located outside of properties 58 to 70 Noel Road.
Pedestrian access to the front of Hanover Primary School on Noel Road will remain open during construction works.
