Estate Traffic Management Order
Find out how we are planning to manage estate parking by introducing traffic management orders.
Traffic management orders are legal documents introduced by councils to regulate parking restrictions under the Road Traffic Regulation Act 1984.
We carried out an estate resident consultation on estate parking in 2019. The majority of residents supported our allocated parking system of numbered bays and the introduction of traffic management orders.
We believe that the introduction of traffic management orders is necessary. It will improve estate parking control and enforcement, by making it possible for Civil Enforcement Officers to patrol estates and issue penalty charge notices (PCNs). We will continue to allocate numbered parking bays.

Consultation estates are:
- 1 Penn Road,
- Beachcroft Way
- Belmore Lane
- Hilldrop Lane
- Nelson Place Estate
- Orchard Close
We have received responses by email and phone and responded to individual questions. The outcome of the consultation is that Traffic Management Orders are being introduced for the 6 estates listed. We are writing to residents of these estates with further details.
