School Street improvements at Elizabeth Garrett Anderson School - Public consultation outcome and next steps

As part of our commitment to make Islington’s streets safer, healthier, and more welcoming for all, we held a public consultation to introduce a School Street at Elizabeth Garrett Anderson School as part of Phase One of the Secondary School Streets programme in November to December 2025.

This project aims to deliver better air quality around schools by reducing the negative environmental impacts of traffic and idling vehicles. We are also looking to make the area safer for students and the wider community through a reduction in road danger due to decreased traffic.


Key findings from the consultation

We first engaged with local people, businesses and the school community in June to July 2025, where we asked people to share their views on traffic in the area, and what improvements they would like to see as part of a School Street scheme. using this feedback, we developed designs for a School Street and held a public consultation from Tuesday, 11 November to Sunday, 7 December 2025.

We received 188 responses to the online survey. We also delivered a workshop with students at the school. You can find the detailed results of the consultation in the EGA Consultation Report which is available on the right-hand side of this page under 'Useful Documents'.

During the consultation:

  • 114 people out of 188 'Agreed' or 'Strongly Agreed' the proposals will make it safer to travel in the area by walking, wheeling and cycling
  • 103 people out of 188 'Agreed' or 'Strongly Agreed' the proposals will make the area more pleasant

The most popular improvements for the space outside the school were:

  • wider pavements outside the school entrances, to create more space for people walking and wheeling
  • new greening including low-level planting to create a green buffer between the pavement and road, improving air quality


Next steps for the EGA School Street

We listened closely to the feedback provided through the public consultation and traffic monitoring, and are now taking forward plans to introduce a School Street at Elizabeth Garrett Anderson School.

A School Street is where streets around a school temporarily close to traffic to become a pedestrian and cycle zone during the school's opening and closing times.

The School Street will include:

  • The full extent of Donegal Street (from Rodney Street to Penton Street)
  • The full extent of Rodney Street (from Wynford Road to Pentonville Road)
  • Collier Street (from Cumming Street to Rodney Street)

The School Street will operate from 8.15am to 9am and 3pm to 4.30pm Monday to Friday (during term-time only) to match up with the schools opening and closing times.

The School Street will be live from Wednesday, 2 September 2026.

To enable the new School Street, the operational times of the existing School Street on Cynthia Street outside The Gower Primary School will be extended in the afternoon. Both School Streets will operate 8.15am to 9am and 3pm to 4.30pm, Monday to Friday, during term-time. You can see a map of the School Street below.

Access to the School Street

Exemptions for the School Street will be issued to applicants who live or work in the School Street, or for Blue Badge holders who require access to parking near a building in the School Street. Blue Badge holders will only be able to use the roads within the School Street for access and not as a through route during the times of operation.

All individuals who require access, including residents and Blue Badge holders, will have to apply for an exemption permit ahead of the School Street going live. All properties within the School Street will be notified by letter in advance of the scheme going live, with details on how to apply for an exemption. Applications for an exemption will be open from July 2026.

Signs will inform drivers of the restrictions before the entrances to the closed streets. An example of the sign is below. We will identify non-registered vehicles entering the street during operational times by camera and issue a Penalty Charge Notice (PCN).


School Street implementation by Experimental Traffic Order (ETO)

The School Street will be introduced as an 18-month trial by ETO from Wednesday, 2 September 2026. Once the ETO comes into force, there is a six month objection period. A formal objection must be in writing and must state the grounds on which it is made.

The ETO will come into force in Autumn 2026 and residents will be sent further information on how to object.


Improvements outside the school gates

In addition to the proposed School Street, we will be improving the environment outside of the school gates on Donegal and Rodney Streets by making the following changes:

  • Widening the pavements outside the school entrances on Donegal Street to create more space for walking and move traffic and its emissions further from the school gate.
  • Improving crossings (on Donegal Street and on Rodney Street) to slow down traffic and make the area safer for people walking and cycling. Crossing improvements will include new tactile paving, re-lining of crossings and widened pavements at the junction.
  • Introduce colourful artwork on the road outside the school to make drivers aware of the school and encourage them to slow their speed.
  • Introduce new greening, including low-level planting to improve air quality and create a more pleasant environment, while also preventing instances of pavement parking.

As part of the public consultation feedback, you told us that the pavement outside the year 7 entrance to EGA School on the east side of Donegal Street is very narrow and would benefit from wider pavements. As a result, we made a change to the design which includes moving the proposed pavement widening and greening from outside the school reception entrance to outside the year 7 entrance on the east of Donegal Street. You can see this change in the full design on the right-hand side of this page under 'Useful Documents'.

Implementing improvements outside the school gate by Traffic Management Order (TMO)

We're proposing to implement the physical improvements to the space outside the school, including pavement widening and greening, on a permanent basis from July 2026.

To make these changes to the space outside the school we are proposing to:

  • remove four parking spaces on Donegal Street
  • relocate the existing motorcycle bay on Donegal Street further east next to the existing bike hangar
  • introduce new waiting and loading restrictions (single and double yellow lines) on Donegal Street and Rodney Street

     This survey will ask for your views on transport related issues on the area outside Elizabeth Garrett Anderson School.

    What happens next: 

     Your views will help inform initial design proposals for the area. Based on feedback received, we’ll develop proposals for the area, and we will hold a public consultation on these in Autumn 2025.
