Elizabeth Garrett Anderson School Street – upcoming School Street restrictions and construction works

We listened closely to the feedback provided through the public consultation held in November 2025 and are now implementing plans to introduce a School Street at Elizabeth Garrett Anderson School.

This project aims to deliver better air quality around schools by reducing the negative environmental impacts of traffic and idling vehicles. We are also looking to make the area safer for students and the wider community through a reduction in road danger due to decreased traffic.

EGA School Street

The School Street will come into force from Wednesday, 2 September 2026.

A School Street is where a road with a school temporarily closes to become a pedestrian and cycle zone during the school’s opening and closing times. The EGA School Street will operate from 8.15am to 9am and 3pm to 4.30pm, Monday to Friday, during term-time only.

The School Street will include:

  • The full extent of Donegal Street (from Rodney Street to Penton Street)

  • The full extent of Rodney Street (from Wynford Road to Pentonville Road)

  • Collier Street (from Cumming Street to Rodney Street)

  • Cynthia Street

This zone is shown in the map below. This means vehicles are not allowed to access these streets during the School Street hours unless they have an exemption, called a School Street permit.

The School Street zone will be enforced with a camera, and vehicles will receive a Penalty Charge Notice (PCN) when driving in this zone during the hours of operation without a valid School Street permit.

Please note that if your vehicle is already parked in this zone, then you are allowed to drive out of the zone during the operational hours without incurring a fine. You only risk receiving a fine when driving into the zone during operational hours.

Access to the School Street – School Street permits

You will only be able to drive into the School Street zone for access during the operational times of 8.15am to 9am and 3pm to 4.30pm if you have a School Street permit.

You can apply for a School Street permit if you: 

  • live in an address within the School Street zone (Donegal Street, Rodney Street, Cynthia Street, Collier Street (between Rodney Street and Cumming Street), and The Priors and Priory Green estate residents)

  • work for a business in the School Street zone

  • are a Blue Badge holder and need to park near the school or access a doctors, chemist, clinic or health centre near the school

All individuals who require access, including residents and Blue Badge holders, will have to apply for an School Street permit ahead of the School Street going live. You can apply for a School Street permit through our website from Monday 20 July 2026: www.islington.gov.uk/SchoolStreetExemptions

If you have an existing on-street Islington parking permit you will be able to apply through your online parking account. If you do not have an on-street parking permit or have estate parking, you will be asked to register for an online parking account. You are not eligible and cannot apply for a School Street permit if you are:

  • driving a trades vehicle (and do not live within the School Street zone)

  • a delivery driver

  • a contractor

  • a visitor

  • a parent or carer dropping off children

This is not a complete list. There may be other vehicles and people who can't apply.

If you have an existing School Street permit to The Gower School Street on Cynthia Street, with code SS24, you do not need to apply for a new permit. Your School Street permit will automatically include the new EGA School Street zone from Wednesday, 2 September 2026.

Signs will inform drivers of the restrictions before the entrances to the closed streets. An example of the sign is below. We will identify non-registered vehicles entering the street during operational times by camera and issue a Penalty Charge Notice (PCN).


School Street implementation by Experimental Traffic Order (ETO)

The School Street will be introduced as an 18-month trial by experimental traffic order (ETO). Once the ETO comes into force, there is a six-month objection period. A formal objection must be in writing and must state the grounds on which it is made.

To make an objection to the ETO, it must be sent to us in writing from Wednesday, 2 September to Tuesday 2 March 2027 by:

Please note that that any formal objection that is submitted may become a public document and could be published.

The council will consider objections, as well as other feedback, before a decision is made on whether the School Street is made permanent.


Works to implement the new School Street

As part of the new School Street, we will be implementing improvements to the environment outside the school including new wider pavements, planting beds and improvements to crossings. Works to implement the School Street improvements will begin on Monday 20 July and take approximately six weeks to complete, barring any unforeseen circumstances.


Traffic restrictions during the works

Traffic restrictions will be present throughout the improvement works and residents should take note of the signed temporary restrictions, diversions and closures. The following traffic restrictions are planned:

  • Temporary traffic lights will be in place around the junction of Rodney Street and Donegal Street, and upon Donegal Street between Monday 20 July and Tuesday 11 August 2026.

  • Donegal Street will be closed in phases from Wednesday 12 August to Monday 17 August 2026. Diversions will be in place.

  • Rodney Street will be closed in phases from Friday 14 August to Saturday 15 August 2026. Diversions will be in place.

Please note that the dates above will be worked to as closely as possible but may be subject to slight change. Any significant changes to the above plan will be included at the top of this page.


Parking suspensions during the works

We will also be suspending a number of parking bays adjacent to the work area. These bays will be suspended for the duration of the works, and the parking suspensions will be removed if the works are completed earlier than anticipated, unless the parking bays are being replaced as part of the scheme.

    We want to hear your views on our proposals to deliver a School Street, and make environmental improvements to the area around Elizabeth Garrett Anderson School. These changes are part of our commitment to making Islington’s streets safer, healthier and more welcoming for all.  

    This survey will ask for your views on the proposed designs for a School Street on Donegal Street, Rodney Street and Collier Street (between Cumming Street and Rodney Street).  

    The closing date for this survey is: 11.59pm on Sunday, 7 December when the consultation period ends. 

    If you would like to come and talk to us about the project in person and view the design ideas in more detail, we will be hosting a 'drop-in' session on Tuesday 25 November, from 5:30-6:30pm at Hugh Cubitt Community Center (48 Collier Street, N1 9QZ).

    We are proposing to introduce a School Street at Elizabeth Garrett Anderson School as part of Phase One of Islington Council’s Secondary School Streets programme. This project aims to improve air quality around the school, by reducing the negative environmental impacts of traffic and idling vehicles. We are also looking to make the area safer for students and the wider community through a reduction in road danger due to decreased traffic.

     We want to make sure that the changes we’re making reflect the needs of the local community – including school pupils, parents, carers, teachers', local residents and businesses.

     This survey will ask for your views on transport related issues on the area outside Elizabeth Garrett Anderson School. 

    The closing date for this survey is: 11.59pm on Sunday, 20 July 2025.

    What happens next: 

     Your views will help inform initial design proposals for the area. Based on feedback received, we’ll develop proposals for the area, and we will hold a public consultation on these in Autumn 2025.
