We want to hear from Wenlake Estate residents about our proposal to install CCTV cameras across the estate.

The aim is to reduce anti-social behaviour (ASB), improve safety, and provide reassurance to residents. CCTV will help deter crime and support enforcement by working closely with the police and council teams.

Installing CCTV will allow us to:

  • Make the estate safer and more secure.

  • Deter crime and anti-social behaviour.

  • Provide evidence to support enforcement action when needed.

Why CCTV?

CCTV is more than cameras - it involves active monitoring by trained Concierge staff and the council’s 24-hour CCTV control room. This ensures incidents are detected, reported, and acted upon quickly.

Cost and service charge

There are two options for the CCTV proposal:

  • Category D: Up to 4 cameras – £2.97 per week per household
  • Category C: 5 or more cameras – £9.46 per week per household

Category D provides limited coverage with fewer cameras, while Category C offers broader surveillance with fewer blind spots. Camera placement will be reviewed annually, and additional cameras may be added under Category C if needed.

Both options cover:

  • Monitoring by licensed Concierge officers.
  • Maintenance and operation of cameras.
  • Reporting and evidence gathering for ASB and crime.

Ballot requirement

For the proposal to go ahead:

  • At least 30% of residents must respond.

  • 51% or more responses must be in favour.

Key dates

  • Consultation opens: Thursday, 27 November 2025

  • Drop-in session: Tuesday, 9 December, from 6:00 pm to 7:00 pm at the Wenlake TMO Office.

  • Consultation closes: Thursday, 8 January 2026 at 11.59pm

Project timeline

  • Stage 1: Consultation & resident feedback

  • Stage 2: Review responses & decision

  • Stage 3: Implementation (if approved)

If CCTV is approved

If the proposal is approved:

  • Installation will begin following the review and procurement process.
  • Residents will receive updates on installation timelines and any temporary access restrictions.
  • The Concierge team will provide guidance on how to report issues or request footage.
  • Annual reviews will ensure cameras remain in the best locations and additional units may be added if needed.
  • Service charges will be applied from the start of the monitoring service and will be eligible for Housing Benefit or Universal Credit adjustments.

Additional information - if approved

CCTV cameras will be placed at key locations across the estate, including entrances, communal areas, and walkways.

Monitoring hours:

  • between 8:00 am and midnight, Monday to Sunday.
Outside these hours, footage is recorded and monitored by the council’s 24-hour control room.

    We are seeking your views on the proposed installation of CCTV at Wenlake Estate. Your response will help determine whether the project goes ahead.

    If 51% or more of residents who respond support the proposal, we will proceed with the installation.  

    If fewer than 51% are in favour, or if fewer than 30% of residents respond, the project will not go ahead. 

    We would also like to determine the level of service you are willing to support. The proposed weekly service charge would include monitoring, routine maintenance, and servicing of the CCTV system. 

    You may select either one or both of the Category options below or select ‘No’ if you do not support the proposal and return this form using the reply-paid envelope enclosed.
