Have your say on potential plans to build new homes near Peregrine House
There is an urgent need for new housing in Islington. To increase the supply of genuinely affordable homes and help tackle the housing crisis, the council is identifying sites across the borough with potential for the development of new homes, especially family-sized homes. We’re considering building new homes on Peregrine House Estate and would like your feedback on early design ideas.
The site that has been identified covers the land at the edge of Peregrine House Estate, facing City Road, Hall Street and St. Marks Apartments. The area behind this, which currently contains the pitches, would be re-landscaped as part of the work. We are also looking at part of the road leading to the basement car park ramp.
Why this site?
There is an urgent need for genuinely affordable housing in Islington, especially family-sized homes. We are looking at every opportunity to provide new homes so that every Islington resident has a safe place to call home.

This land is owned by the London Borough of Islington.
The site is in a residential area and has excellent transport links.
Local lettings policy will apply to secure council tenants living on the estate who are on the Housing Register with more than 120 points.
The proposal
At this early stage, we are proposing to build new blocks facing City Road, Hall Street and St. Marks. The block to Hall Street would replace the Peregrine House Annex building.
We are also proposing to build a block close to the parking ramp.
We have asked an architect and a landscape architects to look at what could be built and how the estate open space might be laid-out. Their initial ideas are in the Presentation.
No decisions have been made yet on the development - we will use feedback from this consultation to inform any future designs.
More on what we are proposing:
Building heights are proposed to be nine-storeys to City Road, six-storeys to Hall Street and St. Marks and 4 storeys close to the parking ramp
The development will include the parking area in the south-east corner of the estate.
The basement car parking would be closed permanently as a result of the development.
The two-storey Peregrine House annex building would be replaced by the new block to Hall Street.
The proposals would deliver approximately 170 new homes, half of which would be available for social rent.
Some trees may be lost to make space for the new homes but replacement trees will be planted as part of any new scheme.
The pitches and play space would be changed and re-provided as part of the proposals. A smaller but more accessible pitch may be provided.

Your feedback will help the next stage of design to provide these new, genuinely affordable homes.
Next steps
Once we have reviewed your feedback, we will develop a more detailed design proposal for new homes on the site.
We would like to work closely with residents to design the estate open spaces. We will be asking residents if they would like to be be part of a group which which will work with the landscape architect to steer the design for the open space.
Leading up to a planning application, there will be further community consultation and engagement including a second consultation event which we expect to take place in Spring 2026.
