Thank you to all those who have contributed to this pre-consultation engagement. We will be using your feedback on the housing tenancy conditions to shape the formal consultation which will be run in Summer 2026.
We are going to be consulting about proposed changes to tenancy conditions. These are the areas, which we may want to include or change:
Using your home for business: You must not run any business or commercial activity from your home (including holiday lets or car repairs) unless you have written permission from the council.
Who can take over a tenancy (succession): Rules about who can take over a tenancy after a tenant dies are being updated. Spouses and partners can succeed. Other family members may be considered if they have lived in the property for at least 5 years, but may need to move to a suitable home.
Making changes to your home: You must get written permission from the council before making any changes, additions, or improvements. If you make changes without permission, you may have to undo them or pay for repairs.
Recycling and rubbish: You must use the correct bins for rubbish and recycling. Do not dump rubbish anywhere on the estate.
Flooring: All rooms except kitchens and bathrooms must have carpet or similar floor covering and underlay.
Pets: Pets must not cause damage to the property or be a nuisance to neighbours or council staff.
Building safety: New rules mean you must not do anything that creates a building safety risk (like fire or structural problems). You must not damage or remove safety equipment, and you must give information to the council when asked for safety checks.
Electric scooters and bikes: You cannot store or charge electric scooters, bikes, or mobility scooters in communal areas because of fire risk. You may be allowed to keep mobility scooters in your home if you tell the council.
Introductory tenancies: The council is proposing to remove all mention of introductory tenancies.
