Resident Consultation CCTV Scheme - Holly Park Estate
We want to hear from Holly Park Estate residents about our proposal to install CCTV cameras across the estate.
The aim is to reduce anti-social behaviour (ASB), improve safety, and provide reassurance to residents. CCTV will help deter crime and support enforcement by working closely with the police and council teams.
Installing CCTV will allow us to:
Make the estate safer and more secure.
Deter crime and anti-social behaviour.
Provide evidence to support enforcement action when needed.
Why CCTV?
CCTV is more than cameras - it involves active monitoring by trained Concierge staff and the council’s 24-hour CCTV control room. This ensures incidents are detected, reported, and acted upon quickly.
Cost and service charge
The proposal falls under Category C, with a weekly service charge of £9.46 per household.
This covers:
Monitoring by licensed Concierge officers.
Maintenance and operation of cameras.
Reporting and evidence gathering for ASB and crime.
Ballot requirement
For the proposal to go ahead:
At least 30% of residents must respond.
51% or more responses must be in favour.

Consultation opens: Thursday, 27 November 2025
Drop-in session: Thursday, 11 December, from 6:15 pm to 7:15 pm at the Brickworks Community Centre, 42 Crouch Hill, London N4 4BY.
Consultation closes: Thursday, 8 January 2026 at 11.59pm

If CCTV is approved
If the proposal is approved:
- Installation will begin following the review and procurement process.
- Residents will receive updates on installation timelines and any temporary access restrictions.
- The Concierge team will provide guidance on how to report issues or request footage.
- Annual reviews will ensure cameras remain in the best locations and additional units may be added if needed.
- Service charges will be applied from the start of the monitoring service and will be eligible for Housing Benefit or Universal Credit adjustments.
Additional information - if approved
CCTV cameras will be placed at key locations across the estate, including entrances, communal areas, and walkways.
Monitoring hours:- Sunday to Thursday: 8:00 am – Midnight
- Friday and Saturday: 10:00 am – 2:00 am
